my clients are seeing this ( even on a first visit ) So I presuming its nothing to do with local cache.

Are you seeing it yourself?
Have you gone through all the items on the checklist?
On my Mac I have cleared the cache & history in safari.
Closed safari and re-openend
I still get

Did you look at the Chrome Console? Any messages there?
I have updated the app ( was getting lots of missing files ) .
I get the following
