Please have any method to disable the power saver for the phone. (Always on)
The another question is how can make the App running in background (ie: When the browser not in front, but the timer inside the App is still counting)

Generally, manufacturers will not allow web apps to take control of a phone that way. You can imagine the trouble which a web page could cause if it was allowed to do this.
Using PhoneGap, you can make an AppStudio app which runs in the background.
